4.1 All players must be students/players of the institutions or clubs they represent in their respective participating countries and shall be under fifteen (15) years of age on 1 January 2012, born in 1997 or later.

4.2 A valid passport shall be proof of age.

4.4 A player shall be eligible for registration, any number of times depending on the eligibility of age as long as he is a student.

5. REGISTRATION OF PLAYERS AND COLOURS:

5.1 Each participating country shall be entitled to nominate not more than eighteen (18) players at least one month before the commencement of the tournament. A statement giving the date of birth and passport number should be submitted in respect of the final eighteen (18) players.

5.2 Two (2) sets of jersey colours shall also be registered at the same time as the team. All players shall wear jerseys with numbers corresponding to the registration numbers in the official list submitted.

5.3 Each team will wear their 1st choice colours in the opinion of the referee, the two (2) teams' colours might cause confusion or prove unsuitable, the first named team in the fixtures will wear the 1st choice colours while the visiting team will wear its 2^nd choice colours or a combination of both.

6. LAWS OF THE GAME

Unless stated otherwise in these Rules and Regulations, all matches shall be played with the laws as promulgated by the International Football Association Board and published by FIFA.

7. MODE OF COMPETITION:

7.1 A single round robin shall be played among the four (4) participating teams in each of their group stage.

7.2 The top two (2) teams each group will automatically qualify for the semifinal.

7.3 The losing semifinalist teams will play each other for the 3^rd and 4^th placing game.

7.4 The 3rd placed teams from each group will play each other for the 5^th and 6^th placing game, and the 4^th placed teams from each group will play each other for 7^th and 8^th placing game. (Please note that these games will be based on availability of pitch and match day weather condition).

7.5. IN THE GROUP COMPETITION

7.5.1 Three (3) points shall be awarded for a win and one point for a draw.

7.5.2 If two or more teams in the same group obtain an equal number of points, the goal difference of the matches played by each team shall decide which team should be ranked higher than the other. The goal difference is obtained by deducting the number of goals scored “for” over goals “against”.

7.5.3 If the points and goal difference are the same, their position shall be decided by the number of goals scored “for”.

7.5.4 If the points, the goal difference and the number of goals scored “for” are still the same for the two or more teams in the group, then the results of the game/s between the two or more teams will be considered.

7.5.5 In the event everything stated above is the same, the toss of coin shall determine the position of the two (2) teams involve. If more than two (2) teams are involve, the drawing of lots will decide their final group stage position.

8. DURATION OF PLAY:

8.1 Each match shall be played 40 minutes each half with an interval of 10 minutes.

8.2 There shall be no extension of time in all matches of the group competition.

8.3 If the Final, semifinal, 3^rd /4^th, 5^th/6^th, and 7^th/8^th matches end in a draw at the end of the prescribedtime, an extension of 10 minutes each half shall be played with an interval on the field of play of 5 minutes. If there is no decisive result at the end of the extension time, game shall be decided by kicks from the penalty spot to be taken as stipulated in Rule 9.

9. KICK FROM THE PENALTY SPOT TO BREAK AT TIE:

9.1 The referee shall choose the goal at which all the kicks are to be taken.

9.2 He shall toss a coin, and the team whose captain wins the toss, shall take the first kick.

9.3 Subject to the terms in the following paragraph, both teams shall take five (5) kicks.

9.3.1 The kicks shall be taken alternatively.

9.3.2 If, before both teams have taken five kicks, one has scored more goals than the other (even if it were to complete five kicks) the taking of kicks shall cease.

9.3.3 If, after both teams haven’t taken five kicks, both have scored the same number of goals, or have not scored any goals, the taking of kicks shall continue, in the same order until such a time as both have taken an equal number of kicks (not necessarily five more kicks) and one scored a goal more than the other.

9.4 The team which scores the greater number of goals, whether the number of kicks taken is in accordance with the terms in the foregoing paragraph 9.3.1,9.3.2 and 9.3.3 shall qualify for the next round of the competition or shall be declared the winner of the competition, as the case may be.

9.5 With exception referred to in the following paragraph:

9.5.1 Only players who are in the field of play at the end of the match, which shall mean at the end of extra time in so far as a match in which extra time is authorized is concerned, and anyone having left the field temporarily with or without the referee’s permission, are not on the field of play at the time, shall take part in the taking of the kicks.

9.5.2 Provided that his team has not already made use of the maximum number of substitutes permitted by the rules of the competition under which the match was played, a goalkeeper who sustains injury, and is unable to continue as a goalkeeper, may be replaced by a substitute, thus entitled to take the kicks.

9.6 Each kick shall be taken by a different player, and not until all eligible players of any team, including the goalkeeper or the named substitute by whom he was replaced in terms of paragraph 5, as the case may be, have taken a kick, may a player of the same team take a second kick.

9.7 Subject to the terms of paragraph 5, any player who is eligible may change place with his goalkeeper at any time during the taking of the kicks.

9.8 Other than the player taking a kick from the penalty spot and the two goalkeepers.

9.8.1 All players shall remain within the centre circle while the taking of the kicks is in progress.

9.8.2 The goalkeeper, who belongs to the same team as the kicker, shall take up position within the field of play, outside the penalty area at which the kicks are being taken behind the line which runs parallel with the goal line, and at least 10 yards from the penalty spot.

9.9 Unless stated contrary to the foregoing paragraph 1 to 8, the Laws of the Game, and the International Board Decision relating thereto, shall in so far they can, apply at the taking of the kicks.

10. SUBSTITUTION OF PLAYERS:

10.1 A team may use 5 (Players) + 1 (Goalkeeper) substitute players at any time in a match. The 5 (Players) + 1 (Goalkeeper) substitute players shall only be selected from the seven (7) nominated reserves listed in the team sheet, one of whom must be a Goalkeeper.

10.2 If the goalkeeper is ordered off during play, the designated substitute may subsequently replace another player of the same Team and play as a goalkeeper.

10.3 If the team has no substitute goalkeeper, a player in the same team may play in the position of a goalkeeper provided the Referee is informed.

10.4 There shall be no substitute of any player who is ordered off the field of play. Any 5 (Players) + 1 (Goalkeeper) in a team may be substituted at any time during the match including extension time. A player so substituted cannot re-enter the game during the same match.

11. Dispute/Dislocation of Fixtures

11.1 If, for whatsoever reason, the match cannot be played on the appointed date, this shall be immediately reported to the Competition Committee by the Teams/Clubs concerned, and is the Competition Committee’s responsibility in each instance to notify the appointed Referee, the Assistant Referees, and such other relevant personnel, of such postponement.

11.2 In the event of any match that has been postponed or abandoned before the completion of the regulation time of eighty (80) minutes and neither team/Club being at fault (e.g. inclement weather), this match will be replayed at the earliest possible date agreeable to both teams/clubs.

11.3 All the players that were registered at the time when the match was postponed or abandoned will only be allowed to play in the replay match. Any yellow and red cards received by the players in the abandoned match will be taken against the errant players in the replay.

11.4 In the event where the match is postponed or abandoned through the fault of a team, the result shall be decided by the Competition Committee as to whether there should be a replay. The Competition Committee reserves the right to take whatever action they deem fit against the infringing team, including but not limited to imposing a penalty on the team.

11.5 In the event where the abandoned match is to be replayed, the score of the replayed match will start at 0-0.

12. Club/Team Protest

12.1 Any Team/Club intending to lodge protest against their opponents for any violation of the Rules or against the Referee's decision in or about the match shall do so in writing signed by a responsible Official of the Team/Club to the Competition Committee.

12.2 The protest shall be in duplicate and be lodged within twenty-four (24) hours following the match (inclusive of Saturdays, Sundays and Public Holidays) accompanied by a deposit of Fifty Dollars (S$50.00).

12.3 The Competition Committee will study and deliberate the facts governing the protest and take whatever necessary action the Committee deems fit.

12.4 Should the protest be made against the sending off of an official or player, the said official or player will have to serve the mandatory suspension (if any) pending decision of the Committee.

12.5 When the protest is found to be trivial or unsubstantiated or when the referee's decision is upheld, the Committee will decide as to whether the deposit of Fifty Dollars(S$50.00) is forfeited or refunded.

13. MATCH REPORT:

A Match Report form duly completed should be handed over to the Organising Secretary of the tournament. The Organising Secretary shall submit this Match Report form to the Chairman of the Technical Committee of Singapore Sports School after each match. Match Report form will be provided by Singapore Sports School.

14. REFEREES REPORT:

Referees’ Reports shall be made on the forms provided and such reports shall be handed to the Organising Secretary of the tournament not later than three (3) hours after each match.

15. DISCIPLINARY COMMITTEE:

15.1 A Player who is sent off for any of the sending-off offences stated under Law 12 in the Laws of the Game shall be suspended for the following one (1) match. Likewise, under these same laws, in the case where he is being sent off for receiving a second cautionable offence in the same match, he shall similarly serve one (1) match suspension.

15.2 A player who accumulated two (2) red cards in the course of the competition shall be referred to the Competition Committee who may after due inquiry impose sanctions and/or penalties over and above the mandatory penalties. All sanctions and/or penalties under this Rule must be served out or complied with in full during the competition in which the offences were committed by the Player.

15.3 A Player who received the 3rd yellow card in the course of the competition shall automatically be suspended for the following one (1) match in the said competition. If the Player receives a further one (1) yellow card in the course of the same competition, he shall automatically be suspended from the competition pending inquiry by the Competition Committee.

15.4 A Player who has received one (1) red card and a minimum of four (4) or more yellow cards in the course of a competition shall at the discretion of Competition Committee be referred to the Disciplinary Committee(Chairman of Competition Committee + Team Managers of participating teams).

15.5 When a Player has to appear before the Disciplinary Committee for any reason whatsoever, Team/Club representatives must accompany the said player where the player is registered.

15.6 All sanctions and/or penalties shall commence with immediate effect except in cases where the Competition Committee may otherwise decide.

15.7 All sanctions and/or penalties under these Rules must be served out or complied with in full during the competition in which the offence or offences were committed by the Player.

15.8 Any disciplinary measures imposed by the Referee on the field of play are final with exceptions being made for possible modifications arising from corrections made to the Referee's report or if obvious proven mistakes have been made.

16. TROPHIES

Top four teams will be awarded medals respectively with the champions having the challenge trophy.

17. FIXTURES

Fixtures for the tournament shall be prepared by the Organising Committee of the tournament in accordance with the mode of competition as stated in Rule 7, with the consultation of Singapore Sports School.

18. AMENDMENTS

The Rules and Regulations may be amended only by Assembly of Singapore Sports School from time to time to suit existing conditions.

19. MATTERS NOT PROVIDED FOR

All matters not provided for in these Rules and Regulations shall be dealt with by the Organising Committee whose decision shall be final.
